In an excerpt from a new episode of the CAFE Insider podcast, Preet Bharara and Joyce Vance break down California Governor Gavin Newsom’s executive order directing state officials to disband homeless encampments. Newsom’s directive followed a Supreme Court ruling that a local Oregon ordinance criminalizing public encampments did not violate the 8th Amendment’s ban on “cruel and unusual punishment.”
